The main features of the national compulsory product certification system are that the state publishes a unified directory, determines unified applicable national standards, technical regulations and implementation procedures, formulates unified marks and labels, and stipulates unified charging standards. All products listed in the Compulsory product certification catalogue must be certified as qualified by the certification body designated by the state, obtain the relevant certificate and affix the certification mark before they can be manufactured, imported, sold and used in business service places.
② According to China's WTO accession commitments and the principle of national treatment, the original two systems covered 138 types of products. It mainly includes wires and cables, low-voltage electrical appliances, information technology equipment, safety glass, fire protection products, motor vehicle tires, latex products, etc.
③ In accordance with relevant WTO agreements and international common rules, the state implements a unified compulsory product certification system for products related to human health and safety, the life and health of animals and plants, as well as environmental protection and public safety in accordance with the law. The Certification and Accreditation Administration of the People's Republic of China is uniformly responsible for the management and implementation of the national compulsory product certification system.
2. The significance of CE certification is reflected in the following aspects:
CE stands for European Conformity (CONFORMITE EUROPEENNE). Any product bearing the "CE" mark can be sold in all member states of the European Union without having to meet the requirements of each member state, thus achieving the free circulation of goods within the EU member states.
② In the EU market, the "CE" mark is a mandatory certification mark. Whether it is a product produced by an enterprise within the EU or a product produced by another country, if it wants to circulate freely in the EU market, it must be affixed with the "CE" mark to indicate that the product meets the basic requirements of the EU's "New Approach to Technical Harmonization and Standardization" directives. This is a mandatory requirement imposed by EU law on products.
3. Certificates can only be issued by certification bodies headquartered in EU member states. Since the late 1980s, a number of foreign-funded certification institutions have entered China.
Third, the review procedures are different
The 3C certification requires a factory audit
2. CE certification does not require factory audits
Fourth, the charging standards are different
The state uniformly determines the charging items and standards for compulsory product certification. The formulation of new charging items and standards will be based on the principles of not aiming for profit and reflecting national treatment, taking into account the current charging situation comprehensively and referring to the charging items and standards of similar certifications abroad.
2. The charging standard for CE certification is related to the items to be tested on the product and the selected institution.
